This background paper informs the Nansen Initiative Greater Horn of Africa Regional Consultation, held in Nairobi, Kenya from May Launched by the Governments of Norway and Switzerland in Octoberthe Nansen Initiative is a state-led, bottom-up consultative process intended to build consensus on the development of a protection agenda addressing the needs of people displaced.

The Horn of Africa is sometimes shortened to HoA or is quite commonly designated simply the "Horn", while inhabitants are sometimes colloquially referred to as Horn Africans.

Greater Horn of Africa – Commissioned Research About The Nansen Initiative is primarily funded by the governments of Norway and Switzerland and also benefits from generous funding from the European Commission, Germany, and the MacArthur Foundation.
